Arthur was the best president out of these options, but that doesn't answer the question.

I'm going with Garfield.

Gilded Age American politics was just dire.

Americans couldn't even have an equivalent of Gladstone, who for all of this flaws was at least a successful politician who seemed to care for the best of his nation's people. Americans really didn't have anyone like that after the Radical Republicans and before Bryan.

If the idiot doctors didn't manslaughter Garfield, this'd be him perfectly.

The one who actually tried to help protect African American rights significantly, who was sadly undermined by his VP.

(B. Harrison).

Voted Garfield, but Arthur was okay as well.

Gilded Age American politics was just dire.

The Greenback Party tried their best turning the tide, but they just couldn't pull it off.

I agree with this.  If McKinley had not been assassinated and succeeded by TR he would have been considered at least a near-great President.

Remember when Atlas did a presidential march madness tournament and all the Republican/right-of-center posts united to make sure that Chester Arthur beat FDR in the final round?
