Hoover was a racist POS, but so is Trump. Since the former didn't attempt a coup and the creation of the FBI was easily a net plus in the long run, he wins by process of elimination.

His "best friend for life" and "longtime partner" Clyde Tolson accepted the flag from his coffin like a widow and is now buried right next to him.

There were persistent rumors throughout his life and beyond that Hoover was not only gay, but a crossdresser.

Considering Roy Cohn was definitely gay and McCarthy probably was too, I wouldn't be surprised at all if it's all true.
