Who should W have picked instead of Cheney given that he almost lost and he probably would have done better? I am talking about an OTL 2004 style win at minimum, where he still wins, but the phrase "hanging chad" doesn't exist.

No one. Bush was on track to win both the popular vote and electoral college before the DUI came out. Not sure how a different VP would have changed that
