Section 1. Title

This legislation may be cited as the Lincoln Euthanasia Act of 2024.

Section 2. Euthanasia and end-of-life care

1. Medical euthanasia shall be a legal option for persons with terminal illness or progressive physical or mental deterioration, upon consulting two doctors who each confirm that the patient is of sound mind, not under coercion, and has either exhausted or refused all other avaliable, legal treatment options.

2. The Lincoln Department of Health is hereby authorized to allow for individual euthanasia directives made prior to progression of terminal and debilitating physical or mental illnesses.

3. This act shall take effect ninety (90) days after passage.

Based on similar legislation passed within the commonwealth of Fremont, this will establish Lincoln's standard for Euthansia, in accordance with the federal calling for us to do this under SB 118-21. It provides Euthansia as an option in limited circumstances where few, if any, viable alternatives remain.

The obvious loophole, to me at least, is nothing prevents two doctors from affecting or feeding into each other's diagnoses which gets us into the neighborhood of some of the more dangerous incidents out of Canada. I do recognize that this is good and much-needed progress from the federal euthanasia legalization situation we had last year.

Abstain since this will likely pass anyway.
