I don’t think it happens in 2024, but it could happen in a future race if Democrats lose more ground among Latinos in rural areas.

Reading the wikipedia article about the recent border crisis and large detention facility there this feels almost guaranteed to flip. It's a small county directly dealing with an issue that Democrats cannot seem to win, only about 400 voters need to flip and I don't see why they would remain loyal to Biden unless something dramatic shifts in the coming year.

Yes, although probably not in 2024, as it was Biden+19 in 2020. Biden probably only wins it by a single digit margin though.
