A BILL FOR AN ACT
To require the teaching of the Heimlich maneuver in public schools

 
Be it enacted by the Parliament of the Commonwealth of Frémont

Section 1. Title

This legislation may be cited as the Joni Ernst Healthcare Education Act.

Section 2. Physical Education (P.E.) Requirement

1. All public school districts within the Commonwealth of Frémont shall require teaching of the Heimlich maneuver no sooner than grade 7 and no later than grade 12.

2. As a condition of graduation, students must demonstrate knowledge of practical application of the Heimlich maneuver, in addition to including but not limited to:

(a) that the Heimlich maneuver may only be used if a person is choking and unable to breathe;

(b) that the Heimlich maneuver should not be applied if the person receiving it is either coughing or can talk;

(c) how the Heimlich maneuver should be applied differently for infants, children, and adults;

(d) that medical attention should be sought even after the foreign object has been dislodged.

Section 3. Effect

This act shall take effect on August 1, 2024.

As we know IRL, woke liberal SOCIALISTS and the BRANDON ADMINISTRATION have spent the last three years forcing their WOKE agenda down the throats of the people of the people they claim to represent. They forced it down so much, that it caused a constitutional conservative senator to nearly CHOKE to death until that wokeness was dislodged by PATRIOT Senator Dr. Rand Paul. This bill is aimed at mandating training of the Heimlich maneuver required in our public schools.

And incidentally, while bringing this to the floor another idea occurred to me: would there be any interest from my colleagues in expanding the bill to include similar life-saving instructions as it pertains to the administration of Narcan? As with the Heimlich maneuver, it is a life skill that might be necessary when least expected. I've long been a proponent of making practical skills a vital component of our education program, and while I don't want to burden the schools too much or use more P.E. time than necessary, these are a couple examples of those practical skills which must be applied immediately before any medical attention is sought.

I would hazard a guess that the opioid crisis isn't nearly as big an issue in Atlasia as it is OTL, but I can also request the GM to cook us up some figures if need be.

Okay, but seriously, I support this bill. The only alteration I would take, in addition to maybe Narcan training, is maybe including CPR training as well? Even still, though, I am very much willing to support the current text of the bill.

Yeah, I'll nix the Narcan idea. I mostly came up with that because my church is offering free training - and where I live especially, opioid overdoses are sadly very high - but I checked the newsletter and it does appear that the training is only offered to adults. I like the CPR idea, though.

II. Cardiopulmonary Resuscitation (CPR)

1. All public school districts within the Commonwealth of Frémont shall require teaching of cardiopulmonary resuscitation no sooner than grade 7 and no later than grade 12.

2. As a condition of graduation, students must demonstrate knowledge of practical application of CPR, in addition to including but not limited to:

(a) that the person in need of CPR is to be checked for responsiveness prior to administration;

(b) that chest compressions should be performed at a rate of about 100-120 compressions per minute;

(c) that after 30 compressions, the person performing the CPR should apply two rescue breaths with the injured person's head back slightly and nose pinched closed;

(d) to continue administering CPR until emergency help arrives.

Section 3. Effect

This act shall take effect on August 1, 2024.

(Also, we can maybe include information about AEDs, but I'm not sure how likely someone is to own a device or have it on their person when it is needed.)

At my Narcan training class which just happened to be today, it seemed fairly straightforward and the class itself is just ten minutes. FWIW the instructor did say that kids can administer it too.

Interesting. As long as we add that someone qualified has to teach it, I don't necessarily have a problem with it.
