Arguably yes, but why I thought this was an interesting question is that this could be said about a lot of Hispanic people whose descent is mostly or entirely Spanish.

Not quite.  If you are White Latin American (i.e. if you tick off both White and Latin American) you're not counted as Latin American VM.  Most Argentinian Canadians are not classified as VMs since most are "white" (63%).  However the Latin American category is confusing.
