I think his approval ratings rebounded after he lost the election. So, I'm sure he had plenty of good will from people who were appreciative of his service to the country. He certainly wasn't a bad guy so not hard to wish him well while he's on his way out.

Didn't he leave office very well liked?  Barbara Bush was still popular too when they left.

The 1992 election is so weird lol.  In a way the Bill Clinton campaign was very sleazy - it blamed Bush for raising taxes, then when it got into office it raised taxes too.

The Clinton campaign's argument was, "Bush says you can't trust me, but he can't be trusted on taxes. I'm being honest about my plan to raise taxes, unlike Bush."

Didn't Poppy's approval rating experience an uptick over the lame duck period after his loss? I think he left office with over 50%.

The suburbs overall were hit hard by the early 1990s recession, actually. Although the bulk of losses were in construction, manufacturing, defense, and sectors tied to defense-related durable goods manufacturing, the recession was used as an excuse for a lot of companies to downsize white collar positions after gains in productivity from the home computer revolution of the 1980s. This played a part in the suburbs' swing to Clinton in 1992 and their later dazzling by promises of a "new economy". Bush's biggest defenders probably would have been Southerners (the region that fared the recession best) employed in the energy sector- i.e. oilmen like Bush himself.
