A friend of mine who is a foreign language secretary for Russian did.
She liked it in parts, found it horridly contrived in other parts. (The only reason I even remember that is because the book's title was the first I ever heard of the old english name for Arkhangelsk.)

The only thing that I've read by Robert Harris is Fatherland and I thought that was a poorly written, pumped up version of 1984, although the background story and the overall alternate timeline involved is actually quite good for a Nazis win scenario.

Are you kidding, Fatherland is one of the best novels I have ever read!
