Save the Workers Act

Section A. This bill will be cited as the Save the Workers Act
Section B. Definition:
Outsourcing: The moving of a job either out of state or out of the country.
Section C. Regulations:
A. Every business that outsources must guarantee that every current employee who is not on a performance improvement plan or otherwise at risk of termination for cause is guaranteed their current position at the new location as well as reimbursing employees for relocation fees including any housing costs.
B. Every business which decides to outsource out of state must give their employees at least 3 months notice.
C. Every business which decides to outsource out of the country must give their employees at least 12 months notice, as well as provide fees for citizenship prep including citizenship classes, passports, and work visas.
Section D. Implementation:
This bill will take place effective immediately

The rise of globalization and NAFTA has had a negative impact on job stability and availability, although the arguments in favor of outsourcing are understandable on the side of the business. This bill will attempt to regulate outsourcing to create as less harm to the worker and their family as possible.

Seeing as the point of outsourcing is to evade Atlasian regulations, particularly regarding satisfactory pay for workers, I cannot imagine any business seeking to outsource their labor would be willing to fund the costs outlined in Section C-A and C-C. Am I correct that the intent here is to basically outlaw outsourcing?

It's not to outlaw but rather to discourage.

Realistically this would be extremely difficult to enforce even if more carrots and sticks were put into this bill, which currently has none of those.
