Minnesota Mike has very adamantly insisted that Phillips would win a primary and I'm inclined to trust his word on that since I don't know much about the specifics of that district. I would hope that he does lose a primary, though, and if he goes through with primarying Biden, I would hope the party apparatus would get behind a challenger.
