Section II: Codification as a Human Right

3. To ensure the sustainability and continuity of the Spring Break Empowerment Grant, commerce taxes will undergo a 5% increase during the spring break season, leveraging the boost in tourism and commerce. This increment in revenue will be reinvested into the grant for future years.

Section IV: Enactment

This act shall take effect immediately upon signing by the President.

Everyone needs vacation and a break, and students don't have the money for it, and there are people / school principals and directors such as Ben Sasse that do everything in their power to make a students life hell on earth.

If the grants are an issue, we can introduce a luxury products tax (like the one that already exists for funding transgender transitions in Atlasia). Rich people who can afford 30 vacations every year can pay the students theirs.

Section V: Spring Break Tax
1. The Federal Government of Atlasia shall levy a tax of 1 dollar per $100 dollars on luxury items purchases across state lines.
a. Luxury items are defined as any tangible or intangible item with a fair market value of $100,000 or more
b. All housing purchases shall be excluded from the above tax
2. The funds raised by this tax shall be used to fund the Spring Break Empowerment Grant.


Section VI: Enactment

This act shall take effect immediately upon approval

Withdrawing amendment and proposing a new one, i'll do something else because this assumes 100% of university / higher education-going students are planning to go on Spring Break which basically forces them to do so. And I also believe that there should be some initiative for students to pay for a spring break in part theirselves.

We also shouldn't fund airlines or increase commerce tax, however this would ensure commerce does well, given people tend to spend more on a vacation.

I'm confused, why is this necessary? Every school already has spring break. I've never heard of schools that don't. I don't understand why we would need to fund spring break either. It shouldn't be a government expense. I think most students just go home and spend time with their family which is a great way to destress.

Okay, look, I am not familiar with ChatGPT but regardless of whether it was artificially generated or not, this is definitely not appropriate legislative language, I mean that with all sincerity. "Findings" in a bill's context are supposed to be lists of firm, concrete occurrences that back up the legislative action in the bill.

If I was actually writing findings to support this bill they would probably run something like "the Senate finds that Spring Break affords significant benefits to student communities as a result of XXX" instead of four long clauses that could be combined into a single paragraph. Like, III§1 (which is not a legislative action) would sum it up very well.
