What would cause this state to flip Democratic in the 21st century? I am asking because it is so solidly red yet was once a conservative Democratic state(based on labor).

The Democrats would have to become pro-coal and pro-gun, which is not happening.

WV becomes a new hub of nuclear/wind/other renewable power which employs much of the state, and which republicans end up vehemently opposing and democrats the opposite

Later in the 21st century (like around 2080), there is a Depression under a bad Republican president that is an elitist and hopelessly out-of-touch with the working class. 

The state has become less Republican and more Independent, and independents and newly registered voters break heavily for a charismatic and likable Democratic candidate, who focuses on a big relief program with public aid for all that have lost their jobs.

The Democrats would have to become pro-coal and pro-gun, which is not happening.

Pro-coal or not, the coal-mining industry is dying in West Virginia.

West Virginia would need a huge demographic shift to become more D.

A manufacturing boom created by specific policies of democrats (this being know by the public), that later created the necesity of unions.
Also, moderation on social issues and a great number of trasplants.

Merge VA and WV and you get a slightly blue-leaning swing state.
