Amend Article I, Section 9 of the Constitution to read as follows:

No person accused of crimes under the laws of this Republic, or of the several Regions, shall be compelled to bear witness against themself, nor subjected to excessive bail, nor cruel or unusual punishment. Capital punishment may not be prescribed by a federal civilian court of law. However, capital punishment may be prescribed by a regional court of law in cases of first-degree premeditated murder, first degree premeditated rape, and/or by request of a convicted defendant who is serving a prison sentence of at least 30 years. The Death Penalty will only be offered or performed after a rigorous legal process that includes a grand jury indictment, a full jury trial, an opportunity to appeal the conviction, and a separate opportunity to appeal the sentence. The method of execution shall be limited to lethal injection, firing squad, or the guillotine. Each Region holds the sole authority to determine its stance on capital punishment within these limits.

This amendment would allow the regions to conduct the death penalty for first degree premeditated murder, first degree premeditated rape, or if a defendant serving a defacto life sentence would prefer it. It contains stringent requirements on the legal process and the method of execution to be used.

I strongly oppose this. I have ethical concerns with the death penalty in general, and specifically I have procedural and moral concerns over whether or not a jury can be 100% certain before sentencing a person to death.
