Blood Act

1. Donating blood shall require a mandatory health and quality check of a small sample of the donor's blood before the donation can be conducted.

2. All medical facilities engaged in donating blood are mandated to have the equipment and trained personnel to conduct these checks.

3. Any blood found to be of poor health or quality shall be communicated to the donor, with appropriate medical advice given, and the donation will not proceed.

4. Data collected from these checks will remain confidential and used solely for medical purposes.

5. No person may be denied or otherwise impeded from donating blood based solely on their sexuality or sexual history.

This simple and straightforward bill will require a health check before one can donate blood to ensure it is medically safe to have the donation proceed.

As someone who gives blood regularly, why add this extra burden to the process rather than the current process where the Red Cross runs tests on the blood after donation but before the blood is sent to a hospital for use?

I offer the following amendment:

5. No person may be denied or otherwise impeded from donating blood based solely on their sexuality or sexual history.

That language is very specific and targeted at a specific policy. My intention is to enact a broad blanket that covers any and all current or future policies for people of all sexualities and sexual histories.

As someone who gives blood regularly, why add this extra burden to the process rather than the current process where the Red Cross runs tests on the blood after donation but before the blood is sent to a hospital for use?

The idea is to prevent the unnecessary 'donation' of blood that cannot be used and/or would present a health risk to the donor if 'donated'.
