How exactly do you intend to enforce these punishments in the context of a forum game? Is this just a meme or just for NPC staffers, or are you actually going to target players with this? I hope you realize that if you attempted to force Atlas users to pay exorbitant fines for writing a bill you didn't like, you would certainly face not only in-game or in-forum legal consequences, but also legal and financial consequences IRL - extortion is a felony in all 50 RL states.

Wait, doesn't this mean there will be years where you'll be working almost entirely when it's dark out and sleeping almost entirely when it's Daylight? I don't see any companion legislation to force the adjustment of standard working hours for when what's recognized as "9 am" in your region is present-day "9 pm".

I do not know if this bill will even pass, so we will cross that bridge if this bill passes, but that is not a bad idea for future legislation.
