The 9/11 attacks happen on September 11, 2000- instead of 2001. Clinton, to leave office soon, is the President when the attacks happen, and the Presidential election is due to happen two months later (along with Senate/House elections). How would the campaign for the 2000 election, and the election's results, change as a result of 9/11 occurring?

President Clinton's term being book-ended by 2 different attacks on the WTC would certainly create a different narrative from what happened in our timeline.

Either Bush tramples Gore after blaming the attacks on "poor Democratic leadership" or Gore pulverizes Bush thanks to a "rally behind the leader" effect that trickled down from Bill
