This person voted for Joe Biden for POTUS in 2020. However, they still believe that George W. Bush was justified in invading Iraq in 2003; they still believe Bush was being honest when he claimed Saddam Hussein was manufacturing weapons of mass destruction and that the Iraqi people were liberated by American forces.

Who could this person be?

I would assume a majority if not a supermajority of these former officials would fit your description. Obviously Powell disagrees but I don't think the others don't. And it wouldn't surprise me if members of Bush's family voted for Biden even though W. himself claimed to have wrote in Condoleezza Rice.
