End the Cartels Act

Section A. This bill will be cited as the End the Cartels Act.

Section B. Legalization:
1. Drug use of all drugs will be decriminalized and those who are currently or formerly in jail will be released and have their record for drug-related offenses expunged. Exceptions will remain for dealers and traffickers of drugs who caused an overdose
2. Regional and local governments will have the power to regulate drugs via. referendums if they desire to. Recreational drugs will have a 10% tax, half of which will go towards infrastructure and the other half will go to provide educational resources for low-income individuals. Medicinal drugs will have a 5% tax that will go towards the educational resources.
3. A $500,000 grant will be provided to research medicinal claims for drugs including LSD and MDMA that could be potentially regulated medicinally. If the findings are confirmed, they can be sold medicinally.

Section C. Implementation
 This bill will take place effective immediately

If the Roaring '20s has taught us anything, it is that prohibition has been a profound failure that has only succeeded in creating crime and black markets. With some Republican's suggesting we invade Mexico, I have an alterative approach to decoupling the cartels. If we are able to set up for the decriminalization of drugs, this will strip the cartel of its powers and allow for it to be set up legally. And we have already started to see that the legalization of marijuana has reduced crime in states where it is legalized.

There are no elected officials that have that position that I'm aware of at least on the federal level, although several conservative/leaning posters have endorsed the idea on the forum.

Is there a reason it was brought up as a rationale for this bill's existence then, seeing as nobody relevant supports it?

To be fair i have read that idea as well on the forum but can't recall who said it. It hasn't been proposed in the game though.

Existing drug laws are though already quite liberal (as far i'm aware?). I agree with the intention though. Mexico could be a strong ally against the drug issues, if only... we'd realize it.
