According to Skill and Chance, the PWC ballots were misallocated, making VA-10 seem bluer than it actually is. and VA-7 seem redder than it actually is.

What were the actual Biden margins in the two districts?

The 2022 results suggest they are in fact about equally Dem at the federal level.  However, VA-07 likely had a stronger than average D candidate and VA-10 likely had a stronger than average R candidate.
