Let’s say that, in an alternate universe, after 21 rounds of voting in the early days of January 2023, McCarthy still fails to obtain the Speakership, and subsequently drops out of the running.

What happens next? Who would’ve ended up being Speaker?

McCarthy was able to last for 23 rounds (and ultimately win) because there was no other viable GOP alternative.  Had he for some reason signaled a willingness to go, then Scalise would have been elected.
