The united kingdom had Section 28, which prohibited promotion of homosexuality, until 2003. Would a federal United States version of this law be Cosntitutional?

How about a US state version? Does Florida already have it?

A federal version? No, almost certainly that would not be constitutional. What Florida has is pretty damn close to a state-level version of Section 28, yes, and I can see arguments for or against its constitutionality as applied to public schools, although morally I think it's completely out of bounds.
