The reason is that despite the fact that Dole ended up winning the Iowa Caucus by nearly 13 points , the dominant story out of Iowa was the fact that Robertson ended up beating Bush and coming in 2nd . This very well may have limited the Bump Dole got out of Iowa and ended up hurting him in New Hampshire which he lost by 9 points .

If on the other hand you say reversed Bush’s and Robertson’s numbers the dominant story coming out would have been Dole easily beats Bush which could have given him a better chance of winning NH and if Dole won NH he likely wins the nomination that year .

To me, what helped Bush the most were the attacks on Dole's stance on taxes.

They aged like milk.
