where states could voluntarily leave and go to another. The stipulation would be that they would have to be contiguous. So for instance:

6th Circuit
Indiana
Ohio
Kentucky
West Virginia
Tennessee

4th Circuit
Maryland
Virginia
North Carolina

11th Circuit
Georgia
Alabama
Florida
South Carolina

7th Circuit
Michigan
Wisconsin
Illinois
Minnesota

8th Circuit - same but without Minnesota

10th Circuit
Oklahoma
Kansas
New Mexico
Colorado
Wyoming
Montana
Idaho
Utah
