Multi-member districts for VRA

What if the standard way to give a minority a seat was a multi-member district designed to ensure one of its own got in, using limited voting (you only got one vote)? Where a one-member district is not enough, make it two.

All districts are one-seaters until stated otherwise. PVIs are of 2016/2020 and racial breakdowns are of total populations. All racial demographics are listed that, if rounded to the nearest integer, would equal at least 10 percent, and those that qualify are listed on that basis.
