I’ve been in touch with some people who have written on McGovern as well as a few of his staffers….and together we’ve hashed out a decent approximation of who would have been in his cabinet. I’m presenting it here for your consideration:

State: Frank Church
Treasury: John Kenneth Galbraith
Defense: George Ball
AG: Barefoot Sanders
Interior: Wendell Chino
Agriculture: Harold Hughes
Commerce: Henry Kimmelman
Labor: Leonard Woodcock
HEW: Myron Winick
HUD: Patricia Roberts Harris
Transportation: Carl Stokes

I don't know if he'd have selected Barefoot Sanders as AG.  Sanders was John Tower's opponent in 1972 and he ran a stronger-than-expected race, but he was a Democrat who, while not a Tory, avoided McGovern on the campaign trail in Texas.

What do you think McGovern would have prioritized for an AG? Could Sanders convince McGovern to pick him?

If McGovern had won the elections, it would have been extremely likely that Sanders would have beaten Tower and have been a freshman Senator.

He may have appointed Ramsey Clark.

Fair point.
