SECTION 1. Title

1. This act shall be known as the "Government Streamlining And Readiness Act"

SECTION 2. Purpose

1. The purpose of this act is to ensure activity among Fremont legislators to ensure a fair and equitable government for all citizens of the commonwealth.

SECTION 3. Regulations

1. The size of the Fremont Parliament shall be capped at three members

2. This membership does not include the First Minister

SECTION 4. Implementation

1. This legislation shall take effect following the next election, currently scheduled for August 18-21, 2023

This would have to be a constitutional amendment, not regular legislation. Also this is a damn silly idea.

Parliament has suffered from a chronic lack of activity, and it needs to be rectified in some way. Amendments are encouraged, and I would be willing to cede my powers over Parliament as First Minister if it would get it done.

Also, in my study of the Fremont Constitution I didn't see any part requiring a set amount of members in Parliament.

Artificially limiting the size of parliament doesn’t affect activity levels one jot. We’ve had many inactive 3 member Parliaments over the years, but we’ve also had the occasional active peaks with 5 or 6 members. No reason to artificially limit those peaks for no possible benefit.

Article I, Section 3
….. The number of members to be chosen shall be one fewer than the number of candidates who shall qualify to appear on the ballot; but neither fewer than three nor more than six members shall be elected.

I agree with ASV here, it's already sort of capped at 3 if there's not enough interest or declared candidates.

I appreciate looking for solutions to bring activity to Fremont again though.
