Second Package of Protection of the Region Act
Section I: Financing and equipment of the Lincoln National Guard1. One billion one hundred million dollars ($1.1 bn) on forty eight (48 ) Terminal High Altitude Area Defense (THAAD) missiles, nine (9) THAAD launchers, test components, repair and return, support equipment, spare and repair parts, personnel training and training equipment, publications and technical data and other related logistics support (these funds are allocated in addition to the current defense budget and the special National Guard (former Territorial Defense) budget).
2. One billion four hundred million dollars ($1.4 bn) on a squadron of 12 F-35B, associated gear and documents, logistics support, and pilot training (these funds are allocated in addition to the current defense budget and the special National Guard (former Territorial Defense) budget).
Section II: Restoring the functioning of the region1. All states in the region shall allow permanent residential address registration on the basement floors, in tiny houses, cob construction homes, prefabricated homes and mobile homes.
2. Persons with incomes less than or equal to thirty five thousand dollars ($35K) a year, shall be eligible to apply for a Regional Interest-Free Installment Program.
a. The Regional Interest-Free Installment Program shall -
i. Be administered by the Lincoln Department of Health and Human Services.
ii. Provide approved applicants with an interest-free loan toward the purchase of housing assessed under eighty thousand dollars ($80K).
b. The Special Housing Fund shall be established and managed by the Lincoln Department of Health and Human Services.
Section III: Employment Program1. The Lincoln Department of Transportation and Infrastructure in collaboration with the Lincoln Department of Labor shall be entrusted with administering a Regional Employment Program.
a. This employment program shall entail the planning and surveying, design and construction, repair and renovation, and staffing of the following:
i. Public educational facilities including primary, secondary, and trade schools.
ii. Public healthcare facilities including hospitals and clinics.
iii. Public irrigation services including dams, bridges, canals, water management facilities and structures, and other water infrastructure.
b. Program administrators must preference the use of Atlasian-produced goods and supplies.
c. The Lincoln Department of Labor shall, in collaboration with the Atlasian Department of Labor, ensure, to the best of their ability, that at least 30% of newly created permanent jobs be provided to job seekers and the unemployed; with a staff of less than 6 people - at least 1 person.
i. All persons employed by the Regional Employment Program shall be guaranteed membership in a union.
2. Financing of infrastructure projects shall be carried out through targeted transfers from the Lincoln Region National Fund and/or local budget funds, other sources not prohibited by the laws of Atlasia, Lincoln and the states.
3. Financing limits for activities under the Employment Program by every state shall be distributed in proportion to the size of the workforce according to the data of the authorized bureaus of statistics as of the quarter preceding the distribution.
4. Establish credit programs for contractors through budget credits.
Section IV: Enactment1. This act shall go into effect immediately.
