Section II: Restoring the functioning of the region

1. All states in the region shall allow permanent residential address registration on the basement floors, in tiny houses, cob construction homes, prefabricated homes and mobile homes.

2. Persons with incomes less than or equal to thirty five thousand dollars ($35K) a year, shall be eligible to apply for a Regional Interest-Free Installment Program.
a. The Regional Interest-Free Installment Program shall -
i. Be administered by the Lincoln Department of Health and Human Services.
ii. Provide approved applicants with an interest-free loan toward the purchase of housing assessed under eighty thousand dollars ($80K).
b. The Special Housing Fund shall be established and managed by the Lincoln Department of Health and Human Services.

Section III: Employment Program

1. The Lincoln Department of Transportation and Infrastructure in collaboration with the Lincoln Department of Labor shall be entrusted with administering a Regional Employment Program.
a. This employment program shall entail the planning and surveying, design and construction, repair and renovation, and staffing of the following:
i. Public educational facilities including primary, secondary, and trade schools.
ii. Public healthcare facilities including hospitals and clinics.
iii. Public irrigation services including dams, bridges, canals, water management facilities and structures, and other water infrastructure.
b. Program administrators must preference the use of Atlasian-produced goods and supplies.

c. The Lincoln Department of Labor shall, in collaboration with the Atlasian Department of Labor, ensure, to the best of their ability, that at least 30% of newly created permanent jobs be provided to job seekers and the unemployed; with a staff of less than 6 people - at least 1 person.
i. All persons employed by the Regional Employment Program shall be guaranteed membership in a union.

2. Financing of infrastructure projects shall be carried out through targeted transfers from the Lincoln Region National Fund and/or local budget funds, other sources not prohibited by the laws of Atlasia, Lincoln and the states.

3. Financing limits for activities under the Employment Program by every state shall be distributed in proportion to the size of the workforce according to the data of the authorized bureaus of statistics as of the quarter preceding the distribution.

4. Establish credit programs for contractors through budget credits.


Section IV: Enactment

1. This act shall go into effect immediately.

For refugees, immigrants, the unemployed, the homeless, people with disabilities, retirees, and people in general with incomes less than or equal to thirty five thousand dollars ($35K) a year, shall be established a Regional Interest-Free Installment to purchase homes worth less than or equal to eighty thousand dollars ($80K). Establish for these purposes the Special Housing Fund from the funds of the regional budget.


Section III: Employment Program

The detailed development of the Employment Program and its monitoring program shall be entrusted to Governor Lincoln's Secretariat

1. Start construction, repair and/or adjustment of educational, healthcare, social security, culture, sports, leisure and recreation facilities, provision of services to the population; irrigation system facilities, dams, bridges, canals, water management facilities and structures, other water infrastructure; solar power systems; rehabilitation centers for animals released from fur farms; defensive infrastructure (before the introduction of martial law); objects of residential complexes, individual houses, hostels, office buildings and other public and communal facilities.

2. Purchase of goods, works and services from Atlasian producers, if available, in the amount of at least 75% of the total amount of funds provided for the implementation of the infrastructure project.

3. At least 60% of residential buildings built under the Employment Program shall be tiny houses, shipping container houses, cob construction homes and prefabricated homes to speed up and reduce the cost of construction.

4. With the help of the Atlasian Department of Labor, ensure that at least 30% of newly created permanent jobs to job seekers and the unemployed; with a staff of less than 6 people - at least 1 person.

Expenditures relating to the re-established Lincoln National Guard, I understand. However, is it necessary for the region to purchase its own fleet of stealth aircraft? Isn't it more appropriate to leave this to the federal military instead of taking on this expense on our own?

I do not agree with permitting the widespread use of shipping container housing. Any residence constructed from a shipping container should only be applicable to temporary and emergency housing. There are a ton of issues with constructing these as permanent residencies, including the poor insulation properties of steel structures, potential health issues depending on previous uses of the container (toxic chemicals or pesticide transport, for example), or the fact that it's generally cheaper to build from wood rather than modifying a metal box.

This is a good idea, however it should be limited by income alone. We do not need wealthy retirees buying up houses.

Object. Lincoln does not collect income tax for people making under $35K. I am not aware of a regional payroll tax currently in effect. As for the property tax, I would need to see the impact on the budget before signing off on a reduction.

Also, is there a cost-estimate on the proposed Employment Program?

Sec III-1 is incredibly ambitious, so I'd like us to narrow down the scope of this infrastructure project, note its assignment to a team within the Lincoln Dept of Transportation and Infrastructure, set some goals/mission statements, and finalize an allocated budget expenditure.

I am happy to endorse the changes you have made, Mr. Pyro. You have corrected this act very competently, and I am glad that you have made important guarantees for employees and also take care of the well-being of the residents.

But I object to the removal of I.2.

From what I've seen, the federal Atlasian Army is weakened, disarmed, and very reluctant to respond to threats. Thus, Lincoln is not only forced to revive his military, but also to participate in the defense of Frémont.

The South threatens Atlasia with nuclear weapons. The South has laid siege to DC and is on the verge of taking over in Nyman. Lincoln needs these few VTOL fighters for defense.
