Prohibition of Defenselessness of the Region Amendment

To avoid a repetition of the situation when we hastily had to restore the defense of the region, diverting funds from aid to a region in crisis

Add a new Section to the Bill of Rights between Section 3 and Section 4:

Quote
3.1 The Lincoln General Court shall make no laws or acts that directly or indirectly result in the abolition of the Lincoln National Guard, except by an absolute majority of the LGC and majority support at a subsequent referendum.  The Governor shall not order the abolition of the Lincoln National Guard.

This amendment prohibits any future actions to re-abolish the Guard

While I appreciate specificity that this is, in fact, Lincoln, I still have to object to the amendment.

A referendum to abolish the National Guard or legislation thereof, should be illegal. It's useful for more than the current crisis, such as natural disasters like blizzards and hurricanes.

I am prepared to accept the amendment. We have existing constitutional language stipulating that any referendum would first have to be approved by 2/3 of the LGC so it's not as if some YT type character could call a referendum at their whim. If a unanimous LGC truly believed in re-abolishing the guard, then it is probably good to do so at that point.

I'm sure there will always be hotheads in Atlasia. And due to the fact that, as a result of a number of decisions, we cannot make a lightning rod for them, gathering them all in one ill-equipped place and isolating them from moderate politicians, hotheads will always undermine the security of Atlasia from the inside. At the same time, there will always be a large number of politicians in rose-colored glasses who do not notice any threats. Therefore, it is necessary to completely remove the possibility of leaving Lincoln without his armed forces.

I completely agree with Mr. NewYorkExpress. After all, we also need the military to deal with natural disasters.

Question is on the Amendment:

Aye, but I still oppose tying the status of the National Guard to the constitution, it should be tied to legislation only.

I would recommend not allowing the unanimous consent method to be able to override something like this without the consent of the people.

LT makes a point, we saw how allowing that ended up down south. What about something like this:

To abolish the NG, you need:

A. Unanimous LGC vote AND 50%+1 of voters in a referendum
or
B. 2/3 LGC vote AND 2/3 of voters in referendum

I strongly object to both those. There should be no legal way to abolish the National Gaurd.

This should not even be in the Constitution, also if I remember correctly it was abolished last time because it basically did nothing except in the few cases where people get bored.

So apparently we now have a majority against the amendment we just passed. LOL

Anyways, I think best way to settle this is a good old-fashioned Queen of the Hill Procedure. How this works is we vote on multiple proposals simultaneously, and if multiple pass, then the one with the largest margin of victory controls.

Proposal A (No Change from current text):

Quote
Prohibition of Defenselessness of the Region Amendment

To avoid a repetition of the situation when we hastily had to restore the defense of the region, diverting funds from aid to a region in crisis

Add a new Section to the Bill of Rights between Section 3 and Section 4:

Quote
3.1 The Lincoln General Court shall make no laws or acts that directly or indirectly result in the abolition of the Lincoln National Guard without either securing unanimous consent, or via referendum. The Governor shall not order the abolition of the Lincoln National Guard.

Proposal B (change back to original bill text, keeping the grammatical clarification)

Proposal C (stricter standard for abolishment)

Quote
Prohibition of Defenselessness of the Region Amendment

To avoid a repetition of the situation when we hastily had to restore the defense of the region, diverting funds from aid to a region in crisis

Add a new Section to the Bill of Rights between Section 3 and Section 4:

Quote
3.1 The Lincoln General Court shall make no laws or acts that directly or indirectly result in the abolition of the Lincoln National Guard without either securing unanimous consent and majority support in a referendum, or 2/3rds support of the entire LGC and 2/3rds support in a referendum. The Governor shall not order the abolition of the Lincoln National Guard.

The Tied Amendment is as follows:

Quote
Prohibition of Defenselessness of the Region Amendment
