What's your guess how 2000 would have turned out with switched roles between Gore and Clinton? So Gore is elected prez in 1992 and reelected in 1996 while Clinton, who didn't run in '92, served as VP. In 2000, he easily wins the nomination and faces Bush Jr. in the general. Say Gore's presidency goes similar to Clinton's IRL, just without the scandals.

Bill Clinton is more charismatic than Gore and a better campaigner. While 1992 and 1996 environments would have favored Gore, I think in 2000 this bare difference between the two puts Bubba over the top. It's very much possible in a reverse scenario the Democrats would have managed to control the White House four consecutive terms, before a Republican succeeds Clinton after th 2008 election.
