They will just their wealth out of the country. Living in the French or Spanish countryside 7 months a year cannot be that difficult.

That's the thing - there are many countries out there with a sufficient standard of living that this isn't sustainable in a democracy.

Actually America is probably the only country that could impose one and get away with it.
