Since the Vice President appears to be absent, does anyone know if I am allowed to simply assume the post (since the election would have been uncontested)?

Not sure, but hopefully the Dean could certify this for it to be official. It's been over a week since the Senate has gotten anything done.

Alright, though Ebowed is the only candidate, it appears that the Constitution mandates that we still make it official with an election.

Some days after the election, I asked the VP in 2 threads to take up his role as President of the Senate, or else I, as Dean, would take control of proceedings. Under the OSPR, I'm only allowed act under fairly strict conditions of inactivity. While the VP has to some extent ignored his duties to control Seante business, he hasn't been inactive - as he is clear;y posting here in the government boards. It's an odd situation.

Not wishing to overstep my mark, but it would seem that a majority has been reached (6-0). In accordance with Article 8, Section 1, Clause 5 of the OSPR the election is over and Ebowed is immediately vested with the powers and responsibilities of being PPT.

So hopefully, we can now get back to business...

With a majority of the votes, Ebowed is now President Pro Tempore.  Congratulations!
