In order for something like this to be even in the same conversation as genocide you would need to have deliberate official neglect for the purpose of harming a targeted group of people. For as bad as Trump's response to COVID was, it was driven incompetence rather than active, malicious intent, and the consequences impacted society broadly, rather than a specific group in society. So no, not genocide, and not even particularly close.

Now the US response in the early years of the AIDS pandemic on the other hand...
