Section I: The Art of Cinema

1. Recognizing the artistic and cultural impact of the cinema on world culture, the Lincoln Department of Education shall seek to ensure high school students enrolled in any available curricula have access to relevant visual materials.

a. All film chosen shall be at the discretion of the instructor, provided -
i. The film is to be utilized as a visual teaching method in conjunction with the respective curriculum.
ii. Approval is received from the respective school board, district superintendent, and/or principal.
iii. Written permission is granted from either a student's parent or legal guardian for all mature-rated film.

2. The Lincoln Department of Education shall create a commission to explore -

a. Funding opportunities for public high schools to engage in Section 1.
b. Humanities grants and subsidies for university film studies.

Section II: Implementation

1. This act takes effect immediately upon signing by the Governor.

Thank you, Speaker ZMUN.

This legislation is designed to promote film and visual arts in public high schools throughout Lincoln. Based on a similar proposal offered by Senator Laki, the Educational Film Act will champion the idea that the cinema can serve as a key learning tool for students. It will allow for the Department of Education to provide assistance in making educationally-relevant visual materials accessible to students.
