This one's a bit tougher than social liberalism, but overall I'd say New York, with the New England states close behind.

probably Minnesota.
hell, even Massachusetts has a flat (state) tax.  Well, Michigan does too-but other factors including Michigan definitely ranks in the top 10. damn unions

Maybe RI just has machine Democratic politics, but it seems the state where the most people are liberal behind Massachusetts, and probably has more social conservatives.

Minnesota is 16% union compared to 24% in New York and 19% in Michigan.  Hawaii has the highest union population by proportion at 24.7%.

Minnesota has a pretty large safety net, however.

It may not be the most economically liberal state, but it's definitely in the top 5.

I don't really know the safety net or policies in other states that well.  I was surprised to find that only 3% of North and South Carolinians are in unions.

I don't have figures for individual states, but unions are much less common in the South, especially in the private sector. Where we have them, it's usually professionals like teachers and pilots, not blue collar Rust belt type union members.
