Section I: Objectives

1. The Lincoln Department of Education must always ensure -

a. Lincoln public school districts receive adequate funding for all academic programs containing active and enrolled students.
b. Lincoln public school budgets do not depreciate or decrease insofar as the regional budget allows.
c. All communities throughout the region have access to public schooling systems.
d. Public schoolteachers, counselors, professors, and officials employed in the Region of Lincoln adhere to the Lincoln Curriculum pursuant to Title 13, Section 11 of L.C. 6.21 Consolidate Laws of Lincoln Omnibus Act, LGC 4.9: Bilingual Education Act, LGC 5.3: Lincoln Dreadnought Literature Recognition Act, and LGC 11.1: Bilingual Lincoln Children Act.
e. Educators adhering to regional guidelines be allowed to introduce new or reconditioned lesson plans, teaching methods, processes, strategies, and concepts, per the approval of the respective school board, district superintendent, and/or Department of Education official.

Section II: Protecting Education

1. Lincoln public school districts shall not have their funding revoked, depreciated, rescinded, or otherwise reduced as a penalty or punishment.

2. Public schoolteachers, counselors, professors, and officials employed in the Region of Lincoln shall not be reprimanded, threatened, or penalized by their respective school districts for utilizing teaching methods or concepts pre-approved for their respective curricula.

3. Whereas federal funding is revoked, depreciated, or otherwise rescinded from Lincoln public schools, the Lincoln Department of Education shall seek to reimburse the funds necessary for continued operation and maintenance.

Section III: Implementation

1. This act takes effect immediately upon signing by the Governor.

Thank you, Speaker ZMUN.

This education bill was created to make sure all public schools in Lincoln, including trade schools, have the funds necessary to continue operation. It is important that schooling is not interrupted for those enrolled in Lincoln's public school system, regardless of the federal government's haphazard decision-making. Section I of this bill outlines the objectives to be achieved by the Dept. of Ed and Section II provides subsequent protections to the public school system.
