The Lincoln Public Library Act

to provide open accessibility to laws and statute

Section I: The Library

1. Lincoln shall have a research library and archive for the purposes of providing easy access to the official public documents of the Region of Lincoln.

2. The library shall be named The Lincoln Public Library.

Section II: Online Archive

1. The Lincoln Public Library shall house an online archive compiling all existing and active public documents for the Region of Lincoln.

a. A forum thread titled "The Lincoln Public Library" shall serve as the online collection.

b. This thread shall be pinned for the purposes of availability to all Atlasian residents.

Section III: Location and Cost

1. The Library shall be based in the Lincoln capital of New York City.

a. The City of New York will provide up to four potential sites to the Governor of Lincoln.

b. The Governor of Lincoln will select the final location, which shall serve as the designated site of The Lincoln Public Library.

2. Up to $20M may be allocated for construction.

a. The Governor of Lincoln may authorize additional funds for construction be allocated if deemed necessary.

b. All allocated funds not spent shall be used by the Library for document preservation efforts.

Section IV: Implementation

1. Sections I and II shall come into full effect immediately.

2. Section III-1a shall be authorized immediately, with the expectation that the site will be decided by September 1st, 2023.

The legislation before us is designed to accomplish two main objectives. First, it will provide for the design, construction, and maintenance of a regional public library. This is a regional equivalent to the Library of Congress. It will be a publicly funded and maintained service for all Atlasians.

Second, it will authorize the creation of a new pinned thread on the Regional Governments Board which will document all active Lincoln statutes as well as the most up-to-date Lincoln Constitution. This will allow all Atlasians to see the current status of our laws without needing an external website or searching through pages of years-old forum discussions. I will volunteer to create and maintain this thread if the legislation does pass.
