Cities i like are Leuven (cozy little) & Ghent (vibrant study city). Both are student cities. Bruges also looks good. Brussels depends on what parts you like.

Worst city are the small-sized cities with not anything to do there. I will name Roeselare to name one. One of the typical small-mid sized cities.
