There’s probably a few people nationwide who wrote-in Biden in 2022, but I see no reason to believe why any would be in Mingo County.

Usually I would always say "there's at least a few," but there are just so few Biden voters in Mingo to begin with. And, needless to say, it's seen an absolutely gargantuan swing to the right since 1996. Add to that the fact that it's got a lower life expectancy, so probably a good number of those who voted in 1996 (a higher proportion in Mingo County than the country as a whole, at least), weren't alive by 2020.

I don't know. It's obviously always possible there's that one such voter, but in this kind of case, you can't rule out the possibility that there really is no such voter.

Assuming we're talking about someone who stayed in Mingo straight through, and didn't move out or in?

Probably quite literally nobody. Like 0.

There were 2,229 Dole voters there in 1996 and 1,397 Biden voters there in 2020. A lot of the Dole voters there are dead now in the first place, and you'd have to assume most people who voted Republican in the coal patch before the Appalachian realignment of the 00s (finished in the 10s but really was mostly in the 00s) are people who were, well, in management in coal, a group of people even less sympathetic to the Dems of 2020s than they were to the Dems of the 1990s.
