uhm....having sex while on-duty is a massive dereliction of responsibility. 
It definitely can be. But if you put a bunch of people in the same environment and they spend enough time together, eventually they will f*** each other soon enough.
Even purported workplace bans on sex are less total bans on it and rather requirements that you run it through HR.

I think you're misunderstanding, they were on-duty while this happened, meaning they were not only getting paid to do this when they should have been working, but due to the nature of their job, they were potentially putting civilian lives at risk by doing something else instead of being at the ready.
That's not a bad rationale for the firing. I didn't look too far into the scale they did this either.
Whole hours of sex in hotel rooms while counting it as being "on duty" is not at all professional and it's important to maintain some kind of standards.

I must apologize to Ms Meagan Hall. It seems her firing was more improper than I realized.
Of course she should be more serious going forward but it seems the city really overreached by firing her. Now taxpayers are footing the bill for the mistake the municipal government made.
