Pretty much.

Though there were a few Wallace-McGovern counties in Tennessee.

There were some in Alabama as well (where Wallace was the Dem Nominee in 68), but they were largely in the black belt so it was probably just straight ticket D voters and a few blacks who thought Dem meant Humphery in 68.

Jimmy Carter perhaps?  His relationship with McGovern at the time was strained, but I’m guessing he voted for him.  Interestingly, McGovern voted for Ford in 1976, but backed Carter in 1980.
