Section I - Title
The bill may be cited as No More Gambling Act

Section II - Repeal of Former Act

The Following legislations will hereby be repealed

L10.5.2 Legalization of Gambling Act

Section III - Implementation
1. Lincoln will immediately disallow activities of organized gambling.
2. Lincoln shall not organize state-sponsored lotteries
3. Lincoln recognises that gambling can cause
a. economic hardship
b. mental health issues
c. marital issues

Section IV - Enforcement
1. Companies allowing gambling will be brought to court where the owners can face up to 10 years prison sentence
2. Victims of gambling during the time this act is active will be re-imbursed

Section IV - Effective Date
This legislation shall take effect immediately

Personally i don't think gambling has a place in society, in particular because in essence it makes people who gamble poorer and companies who allow gambling richer, while the business of gambling is intended to mislead people. Gambling is a criminal activity. There is a reason why a lot of GTA games are centered on casino's and why Scorsese has a Casino film.

I'm open to possibly making changes if people think this is too extreme, in case of possibly allowing small-scaled gambling or more tightly restricted gambling (which would require to expand the act to specify what would be allowed). But the region itself also has a video game looting ban, so it makes sense if all gambling activities would at the very least be restricted.

I don't think gambling should be legalized. Crime, theft, vandalism are things that aren't legal either, so i don't think this is a libertarian-authoritarian axis issue here. To me it is a criminal activity, esp. the larger scaled activities.

Lottery is usually state organized and you have a point that there might not be a need for a lottery and personally i would vote in favour of not organizing lotteries, but i think large-scaled gambling needs to be dealt with first.

If a person buys a lottery ticket each week, they're not going to financially suffer from it, even if over a long time they'll end up (usually) losing money. Technically one can buy multiple lottery tickets of course. Personally i don't believe in lotteries, but i'm not sure a majority of LGC would agree with me on that. Even this act sort of seems like a stretch to pass.

The revenue that will be lost is offset by the losses that will be avoided for people, while gambling also is sometimes used by crime organization to sponsor their activities. Secondly, for the government itself this has no impact, as the government of Lincoln does not sponsor gambling IIRC (and should definitely not). Thirdly, in terms of budget planning, we introduced a (small) sales tax during the last session, while not a lot of new expenses were added.

It's not the task of the government to rule as a company. The government itself (and a country) should be a non-profit organization, that if not possible does not build up deficitis, but there is no "profit before people" approach here when it comes to government.

You talk about "revenue" from gambling, i don't think really matters. People having financial debts causes hardship for the government as well as the economic strain on social security budgets increases, even if there would be a loss for a few businesses sectors because of outlawing gambling. I don't think it will impact the budget in a big way, not in a way that a country or region will go bankrupt. Most countries globally already have stricter rules in place than Atlasia, and they do just fine.
