There is no 22nd Amendment.

Vice President Al Gore joins President Clinton for a third time despite the impeachment and acquittal.....the economy continues to roll....but on September 11, 2000, America is attacked by Islamic terrorists....

Despite 9/11/00, who wins? Does Clinton win a third term?

Clinton, and it'd be a 400+ EV landslide.

Dubya's approval ratings on 11/7/2001 were above 80% — 'the rally around the flag' effect would be too strong, even in an election year.

You think Mayor Giuliani, Governor Pataki, and Rush Limbaugh would allow that?

A Gore-Cheney VP debate would be intense, especially if the election is allowed to continue......Cheney would accuse Clinton-Gore of exactly what he did in real life in 2000....leading a hollow and unprepared military and national security....

Hmm....A Republican would surely win in 2004----regardless of if 9/11 happens or not.....however 9/11 would probably damage Clinton's legacy

Does Hillary still win the NY Senate seat if it is a landslide? Against Rudy or Lazio?

9/11 was such a black swan event; it changed the entire tenor of American politics and identity overnight in a way that Covid never did.

I don't think it's out of the question that Bush just suspends his campaign following the attacks.

I don't think it's out of the question that Bush just suspends his campaign following the attacks. 

Cheney and Rove would dissent, especially Cheney. He'd want to debate Gore on why Tenet and Cohen did not take precautionary measures, and why the Immigration Naturalization Services (INS) are so lax than they were under Reagan-Bush.

Clinton beats Bush in 2000 no matter what. He absolutely curbstomps him if 9/11 happens right before the election.
