Reason why is basically that it's a waste of money, while I don't think it is in the authority of Lincoln to have their own defence. The only need for law & order can be done by the police, if more assistance is needed, the federal government and federal troops can be called on. Lincoln has no need for an own defence force, which makes no sense at all.

5.13 was voted on based on that Fremont could pose a threat to us, but really if we don't trust Fremont, why be in this union? I trust Fremont. The defence should be done on a federal level. And there's the police that can deal with crime on a regional and local level. No need for an army.
