An RTO is a large common carrier grid operator that transmits electricity generation to smooth out and prevent blackouts. FERC must approve their cost increases. IRL theyve been jacking their rates up by crazy amounts year after year and FERC just rubber stamps it, increasing electricity costs. This bill limits RTO cost increases.
