75 people

Here is a possible redistricting map:

District 1 has 16 people, 2-4 have 15 people, district 5 has 14.  The map can be made slightly prettier and less balanced by giving West Virginia to District 3 or 4.

Looks okay I guess.  I don't think the UAC should be redistricting everything now that they're in power though.  Also (and this is not a big deal), I'm not UAC anymore--I'm independent.

Eh? The UAC aren't redistricting. The Governors are. The fact they are predominantly UAC'ers is irrelevant.

How is it irrelevant?  In the real world, the two parties cry foul when one party in power redistricts.  Same thing here.

The Manifest Destiny Party would like to propose the following map:

It has the following features:
1) No incumbent is forced into a election with another incumbent.
2) The First District is contained within a single region.
3) The Fifth District is the same as the Pacific Region.
4) The South Eastern Region is contained within a single region.

I'd accept this.

This looks just plain weird... unlike those Southerners I could care less about if my region is contained in a district.

This plan looks OK to me.  I'd prefer to keep New England together if possible, but it's not necessary.

This second map contains all of the above features, plus the Mid-Western Region is contained in a single district, but I suspect that Governor htmldon won't like it as much as he likes the MDP Plan 1.

In both Plans, Districts 1, 2, and 3 have 16 people and Districts 4 and 5 have 13 people.

My map has features 1 and 4, and I don't see the importance of 2 and 3.  Also, my map has more equitable population distributions.

Well, here we go again:

Two plans, both of which do not force existing senators into facing each other, altho one of them takes advantage of texasgurl's resignation to do it.

Plan A:

Plan A has between 14 and 16 people per district.  District 5 is probably the optimum if you want to keep the entire Pacific Coast in one district, but to get such a district have 15 people, you would need to snake it eastwards to absorb either Illinois, Kentucky, or Tennessee, and once you decide to gerrymander to get exactly 15 people in each district , you can get more interesting disticts by splitting the northwest and the southwest.

Plan B:

Plan B has equal populations.but the strange boundaries will probably cause a number of governors to reject it.

No it's not.
Your plan has ME, NH, MA, RI, CT, NJ, DE, MD, and DC in District 1 and VT, NY, PA, and WV in District 2.
My plan has VT, NY, PA, and WV in District 1and ME, NH, MA, RI, CT, NJ, DE, MD, and DC in District 2,.
So as anyone can plainly see, they are completely different. Tongue
(You have District 1 as being the northeasternmost district while I have District 1 as being the one that  contains the current District 1 Senators.)

Seriously tho, given the stated preferences of Governors htmldon and ilikeverin, the boundaries of district 5 pretty much have to be where they are.  Trying to keep the districts as balanced as possible also defines what will be the boundary between Districts 3 and 4.  However, I can come up with an alternate version of Districts 1 and 2 to produce Plan C:

West Virginia is in Green because it could be attached to any of the three surrounding districts and one of them would have 16 people and the other two would have 15.  Attaching it to district 2 would make the most sense, in my opinion.
That plan looks really strange.
