To my knowledge, CA and FL GOP ballot harvested and did pretty well. It's interesting which party benefits more. It is generally harder for rural R voters to vote. Relying on ED voting is stupid for obvious reasons. On the other hand, it's easier to ballot harvest in decently populated urban centers like Philly and Detroit.

However, since Dems are already engaging in ballot harvesting, and Trump's stop the steal BS clearly cost R a lot, I feel that R has the marginal benefit if they actively engage in it as well.

Probably R's because under current law, they have made a point of banning it only in the states where the Dem coalition skews most toward downscale, low turnout voters while it's generally legal in the states where the R coalition skews most downscale/low turnout.
