This isn't what the tweet focuses on but it is kind of funny how the GOP is starting to do a reversal on Citizens United without explicitly stating it. That's called karma buddy.

He feels like a throwback to unelectable candidates of the past like Todd Akin. I really don't think Baldwin has anything to worry about.

Yes, but in certain parts of rural WI there is a decent presence of liberal senior transplants which are often disliked by the County natives. He might be trying to appeal to those folks.
