THE BREATHABLE VACCINE ACT

SECTION I — Title
This legislation may be cited as the BREATHABLE Vaccine Act.

SECTION II — BREATHE in the Omicron
1. The region of Lincoln shall spend $100,000,000 of its tax revenue on research into a nasally inhalable vaccine for SARS-CoV-2, and specifically, for the B.1.1.529 ('Omicron') variant.

2. Upon completion of a nasally inhalable vaccine for SARS-CoV-2, and specifically, for the B.1.1.529 ('Omicron') variant, one million (1,000,000) doses of the aformentioned vaccine shall be manufactured, and sent to pharamacies, clinics, and hospitals in every state within Lincoln, apportioned based on their percentage of the region's population. These doses of the inhalable vaccine shall be administered by the pharmacies, clinics, and hospitals as a 'booster' vaccine; vaccination via injection shall also remain available. If both methods of vaccination are available, the pharmacy, clinic, or hospital is strongly encouraged, but not strictly required, to allow the patient to choose which method they prefer.

3. After the rollout of the initial million doses of the inhalable vaccine, more doses shall be manufactured; the number of additional doses shall be up to the manufacturer.

4. This legislation shall take effect immediately.

Medical experts say that, while a muscular vaccine delivered via injection still more than helps, the best hope for a particularly effective booster vaccination against the 'Omicron' variant of COVID, which has become the dominant variant of the virus, is a nasal spray vaccine. As such, this bill funds the development of a nasally inhalable COVID vaccine, which will be based on the 'Omicron' variant, to help further combat its spread.

So, in other words — yes, we should 'BREATHE in the omicron.'

I personally can support this, since I do believe muscular vaccines have their own disadvantages. However i'm unsure about 1. , i do believe pharmacy industry at this point have acquired enough money to research into a nasally inhalable vaccine theirselves.

I personally think it is a better idea to approve use of the Chinese nasally inhalable vaccine, and that's why i might be leaning towards a nay, since I think tax money could be used more efficiently than this. Lincoln at this point already have budgettary issues. It is senseless to compete in a "space race" (vaccine race here) when the health of our own people is at stake. Cooperation is more encouraged, and that's why I will vote against.

I'll support this. While Atlasia has done a good job keeping covid at low levels (notably better than OTL), it's important to have all options avaliable, and I always prefer homemade products rather than relying on a foreign import. As for the funding aspect - With our huge surplus, we can easily fork over the proposed sum, so I see no issue.
